two-page federal resume guide for usajobs applicants

Since September 27, 2025, a federal resume longer than two pages can end your application before a human ever reads it. The Office of Personnel Management set a hard limit on resumes submitted to federal job announcements, and USAJOBS enforces it at the point of submission: a two-page federal resume, or no consideration at all.

That is a real change for anyone who learned the old rules. Federal resumes were famously long, and five or six pages was standard advice for years. All the detail that used to help you now has to fit in half the space.

The requirements for what belongs in a federal resume did not change. Only the length did. Here is how to write a two-page federal resume that still proves you meet every qualification on the announcement.

What actually changed on USAJOBS

OPM announced the standard on September 2, 2025 and made it effective September 27, 2025. The agency guidance states that resumes must be “2 pages or less” and legible enough to be reviewed for eligibility, minimum qualifications and other position requirements.

It applies broadly: all competitive service and excepted service announcements under Title 5, internal and external, posted on USAJOBS or another platform. That covers the resume in your job seeker profile, uploaded resumes, resumes built in the USAJOBS resume builder, and searchable resumes in the Agency Talent Portal.

The consequence is blunt. If the only resume you submit runs long, OPM’s guidance says “the applicant is ineligible for further consideration,” and you receive a notice that your application is not being considered because it did not meet the resume page number requirement. No rating, no referral, no second look.

The exceptions worth knowing

Positions in medical and research fields that require a curriculum vitae can request the CV as a separate “other document” upload. Non-Title 5 agencies and the judicial and legislative branches can still accept longer resumes when the announcement says so. Read the announcement before you assume either applies to you.

What a two-page federal resume still has to include

Federal HR specialists screen against the announcement, not against your career story. Every qualification has to be provable from the page in front of them. Cutting length does not mean cutting the proof.

The details reviewers check first

Month, year and hours per week are not decoration. A reviewer uses them to work out how much qualifying experience you actually have and whether it counts as full time. Leave them off and a strong job may not count for you at all.

What is optional

OPM lists security clearance, training, language skills, professional publications and special program eligibility as optional content. Include them when the announcement asks for them, or when they clearly back up a qualification. Otherwise they are the first things to cut.

Write for the announcement, not for your career

The single biggest space saver is accepting that this document is not a record of everything you have done. It is an argument that you meet one specific set of requirements.

Open the announcement and find the specialized experience paragraph. That paragraph is the test. Everything on your two pages should either satisfy it, satisfy a listed education or certification requirement, or make you easier to contact.

This also means you cannot keep one federal resume on file and send it everywhere. A resume written for a GS-12 program analyst position and a resume written for a GS-12 contract specialist position will share a work history and very little else. Tailoring was always the advice. With two pages, it is the only way the math works.

How to cut a federal resume to two pages

Work in this order. It protects the material that gets you rated and removes the material that only takes up room.

  1. Print the announcement and highlight every qualification, specialized experience statement and required certification.
  2. Keep only positions from roughly the last ten years, plus any older role that is the only place a required qualification appears.
  3. For each position you keep, write three to five bullets that map directly to something you highlighted. Delete bullets that map to nothing.
  4. Replace duties with outcomes and numbers. “Processed 400 claims per month at 99% accuracy” earns its space; “responsible for claims processing” does not.
  5. Confirm every kept position still shows title, employer, month and year dates, and hours per week.
  6. Cut the objective statement, references, salary history, supervisor contact details, and any skills list that just repeats what your bullets already prove.
  7. Read the two pages against the announcement one last time and check that every requirement has an answer somewhere on them.

Formatting a two-page federal resume

OPM published formatting guidance alongside the rule, and following it costs you nothing. It recommends a sans-serif font, naming Lato, with Calibri, Helvetica, Arial and Verdana as alternatives. Margins of 0.5 inches, 14-point section titles and 10-point body text. Save as a PDF when you can, under 5MB.

Resist the urge to drop to 8-point type and hairline margins to squeeze more in. The guidance asks for a resume legible enough to be reviewed, and an unreadable document is a risk you do not need to take. If your content will not fit at 10 points, the content is the problem, not the font size.

Word choice matters here for the same reason it matters in the private sector. Use the exact language of the announcement rather than a synonym you happen to prefer. Our guide to getting past AI resume screening explains why literal phrasing beats clever phrasing when both software and a human reviewer have to find the same term.

The rest of the federal application changed too

Two other shifts landed in the same round of hiring reform, and they change how you prepare. Self-rating questionnaires, where you graded your own proficiency, were phased out by September 30, 2025. Agencies now have to use at least one position-specific technical assessment before issuing a certificate of eligibles, so expect to demonstrate a skill rather than claim it.

You may also see four essay questions attached to an application. OPM’s FAQ states plainly that “Answers to these questions are not scored or rated” and that skipping them will not disqualify you. Treat them the way you would treat a cover letter: useful context, not a graded exam.

One more thing worth doing while you are updating everything. Federal hiring managers and the contractors who support them do look candidates up, and a neglected profile undercuts a strong application. Our list of LinkedIn profile mistakes that keep recruiters away is a quick fix.
